เขาชะเมา เป็นอำเภอหนึ่งของจังหวัดระยอง เป็นอำเภอที่ตั้งขึ้นลำดับ 7 ของจังหวัด มีชื่อมาจากอุทยานแห่งชาติเขาชะเมา – เขาวงกต ซึ่งเป็นที่รู้จักอย่างกว้างขวาง ซึ่งมีที่ทำการอุทยานอยู่ในเขตพื้นที่ ต่อมาตั้งขึ้นเป็นกิ่งอำเภอในวันที่ 8 มิถุนายน พ.ศ. 2536 และต่อมาได้ยกฐานะขึ้นเป็นอำเภอในวันที่ 8 กันยายน พ.ศ. 2550
